Are aquatic plants producing oxygen even if you don't see pearling?

I would say yes. Oxygen is produced by photosynthesis so if the plant is photosynthesizing its releasing O2.

Plants pearling means the water is saturated with O2; meaning it can't hold anymore. Thats to my understanding.

Also well planted, highlight, injected co2 and proper fertilization; nothing limited, then plants will pearl. Its about that balance people hear about.

Not pearling isn't a bad thing.

Okay, thanks for the replies. I wasn't quite sure if I can turn my bubbler off during the day when the lights are on.

If you have enough plants and they are growing, odds are you can turn off the bubbler during the lights on period. If you are using CO2 gas, you definitely would need to stop the bubbler or would be gassing off your carbon.
